I have completed the Diamond Casino heist, and the Cayo Perico Heist, and the Doomsday Heist Act 2. According to Rockstar, I should be easily able to start the basic heists. I own a high end apartment, and am level 62

How do I get Lester to call me for The Fleeca Job?

You actually don't have to wait for Lester's call. Just bring up the phone, select Quick Job and select "Play Heist" at the top of the list. You get the option to either join On Call or enter a lobby normally.

How do I unlock Fleeca bank?

There's a 24 hours cooldown for every heist, after you've done, lets say, the Fleeca job, you have to wait 24 hours to host another Fleeca, however, during that time you can participate in many fleecas as you want if you're not the host.
