In Civ 5, I know that I can't burn a capital or a city state. However, does this restriction apply to city states which have joined Austria through their unique ability, Diplomatic Marriage?

I would test it myself but I can't as my computer is currently hosting a long term pitboss game, and I need to know the answer to inform my decisions in that game.

In vanilla Civilization V, liberating a city is possible only if the city was part of an extinct civilization or city-state. In order to "liberate" a city originally belonging to an existing civilization, it would have to be puppeted or annexed and then gifted to its original owner.

How do you destroy a city in Civ 5?

Show activity on this post. No, the nuke is the only military unit capable to destroying a city without taking it over and razing it. All other military units will take over the city and give you the option to raze it (With the exception of a capitol). So those are your only two options for destroying cities.
