No mods. Austria somehow has two tiles that are 4 away from a city, which seems to be against the rules. This is a team single player game (2 humans vs 3 prince vs 3 prince). Is it a bug? It seems to contradict this post.

How many tiles can a city expand in Civ 5?
A city's borders will only expand within a 5-tile radius (not including the city tile itself). While a city cannot work the "extra" tiles (i.e. those outside the 3-tile radius), a civilization is still eligible for strategic and luxury resources located there (if they have been improved). How many tiles can cities work civ5?
The maximum limit is five tiles, but thats for very large, isolated(more resorces) cities and usually your capital. Show activity on this post. In square or isometric (1-4) Civ games, you can work 2 tiles away except the 4 corners. In hexagon (5-6) Civ games, you can work 3 tiles away. How big can a city get in Civ 6?
Note that cities can work in a radius of 3 tiles, but they can expand to a radius of 5 tiles. You can't work those tiles but you can claim resources on them and use them for border control and territorial combat bonuses. The Postwar Occupation of Austria: History Matters (Short Animated Documentary)
