Do GTA IV or EFLC have problems with high FPS? (150+)

Grand Theft Auto IV and Episodes from Liberty City didn't ran that good once the game was made available on PC, but after more than 10 years since it was released, we have powerful graphics cards like the 2080 TI and RX 5700.
Let's say that I manage to get 150+ FPS on IV or EFLC, would that cause problems in physics and/or timers (time cycle, missions, etc)?
(GTA 3, VC and SA have problems like this, and I wonder if IV and EFLC also do)

Is GTA 4 poorly optimized?
GTA 4 was a HORRIBLE port for PC. Horribly optimized, crash prone, and overall horrible performance. Even on modern powerful hardware the game runs horribly. On my current rig (i7\u20137700K, GTX 1070 OC, 16GB DDR4), without any ENB mods, the game is still unstable and doesn't run well.Why does GTA 4 lag in high end PC?
The game only really scales across 3 cores, but in addition to the usual CPU tasks, the CPU draws all the in-game shadows because that's how it was coded on Xbox 360.
