'Discerning the Transmundane' quest not working [closed]

I did everything for the quest up until harvesting the blood: after I went and harvested the blood I went back to Septimus and now he won't give me any options about giving him the Essence Extractor back.
Any clues as to why this might have happened and how to fix it?

This is a very buggy quest. The bugs are listed in detail here:

The Unofficial Patch will fix most of the bugs, including yours.

You may not have the "Harvest blood" option despite having the Essence Extractor in your inventory.

PC Only: This bug is fixed by version 2.0.1 of the Unofficial Skyrim Patch.

PC: Use the console command player.addperk 79af5.

However, this option is only available if you have the PC version.

How do I continue Discerning the Transmundane?

To continue past this point, you must be level 15 or higher. If you aren't level 15 yet, giving Septimus the Lexicon will result in him dismissing you; then, you must wait until a courier delivers a letter from him to continue. Once you have returned to the outpost, talk to Septimus again.

Should I give the Lexicon to Septimus?

Give the Lexicon to Septimus / Return to SeptimusReturn to Septimus' Outpost and give him the lexicon. This will reveal that he requires Dwemer blood, but since the Dwemer are extinct, he will need the blood of the five other elven races to make a facsimile.

How do you harvest blood for Discerning the Transmundane?

You can harvest blood from the deceased. A good location for acquiring all except the High Elf blood is Liar's Retreat, southwest of Dragon Bridge and Chillwind Depths. For High Elf blood, you can simply go to the Thalmor Embassy and kill a Justicar.
