Torches shouldn't pop underwater. When the fire is out, torch's head will have a grey texture. Then you can take the burnt out torch and place it anywhere you like (outside water too) also, you will be able to light the torch again with Flint and Steel.

Nope, you can't place them on tiles with water, they pop back up. If you have placed them already and water flows over them then they will do the same. You can only place them in air blocks.
