A quick Google search told me it's a "rested" bar. When you log out, it will fill up so that when you log back in you will start to gain xp at a faster rate. There is a similar mechanic in WoW, for reference.

EDIT: As wondercricket pointed out, I was thinking of the grey bar. I will leave this answer here in case anyone looking for if finds this post first.

What does the blue EXP bar mean in Ffxiv?

If the bar is blue, that means you have enough Rested Exp stored up to take you to the next level. You can store up to 1.5 levels worth of Rested Experience, which takes 4 days to fully store.

Why is my EXP bar green Ffxiv?

There is 0 indication that you are "Fully rested" and wasting time spent in the inn. All they have told us that it would take a full week of inactivity in the Inn to get us to full bonus. Red = You have more than your current level of SP in rested exp. Green = You have the indicated ammount of rested exp.

The blue bar indicates your Rest XP, when you gain xp there is a bonus of XP because of the Rest XP
