Is there a way to reach the NSC Power Plant Hidden Location early, with just Evade and Max Launch?

Is there a way to reach the NSC Power Plant Hidden Location early, with just Evade and Max Launch?

I've gotten to the first higher level with the help of the rolling staircase to get on the pipes then barrels / boxes on the pipes to Evade between them and get me high enough to Evade and grab a railing. But from there... It's harder...

I'll assume it's Possible, but needs something like Computer-Level fineness.
