Is 0% traffic flow possible in cities skylines?
I was just wondering because I have seen some low traffic cities in videos but not 0%.

I aim for between 70-90% in dense areas, and 80+ in rural. Some places bottlenecks have to be accepted, though. Pay close attention to the industry traffic, since that's where most of the traffic comes from.
