I previously backed up all my Starbound mods needed for a save, and now some files are corrupted and I want to restore my copy of the contents of the workshop/content/211820 folder that I saved on my Google Drive. When I put them back into the 211820 folder, Steam does not show the mods as subscribed, and they do not appear in-game.
Verifying game integrity and restarting Steam or my computer has no effects.

You likely need to subscribe to the mods again in the Workshop. That should trigger Steam to look for their respective content in said folder.

Where are the workshop files stored?

For reference, the Workshop mods you subscribe to are downloaded inside this location: C:\\Program Files (x86)\\Steam\\steamapps\\workshop\\content\\253250.

What happens if I delete Steam Workshop folder?

The workshop folder holds content from Steam Workshop - mods and other in-game content that you've downloaded for your games. Just deleting the folder won't solve your problems, because Steam will attempt to re-synchronize your files with your Workshop subscriptions.

Does unsubscribing from workshop content uninstall it?

When you hover your mouse over the "Subscribed" button, you'll see it change to "Unsubscribe." The mod has been removed from your Steam Workshop, so Steam will not download the mod again after you delete it. However, it has not yet been removed from your game.

Does unsubscribing from addons delete them?

According to this (and my own experience removing mods), the files are not actually removed. They still exist in the games folder. You have to go in and manually remove them yourself. Unsubscribing will stop updates from occurring.
