Does the Rakuyo get Stat Scaling from Arcane?

The base weapon at +10 gets a "C" in Arcane scaling (upgrading from "D" scaling at +9), but according to the wiki, it doesn't appear to affect the damage output of the weapon (the wiki doesn't list anything about Arcane Stat Scaling).
Does the Rakuyo's damage scale off Arcane at all, and if so, what are the Damage Per Point values?
