When should I declare war Civ?

Types Of War Used to declare war on a player you have Denounced at least 5 turns ago. No restrictions on which cities you may capture. Establish a Joint war against a target civilization. Used to declare war on a power that has Religiously converted one of your cities.

How do you declare war in Civ 4?

If you want to declare a war, you have two ways to do it. Either do it from the trade screen after contacting a rival, or just move one of your units into their border. Doing either will ask for a confirmation, and there's no going back from it. Whoever starts the war is considered the aggressor.

How do you make a Civ go to war with you?

You're close to winning (most of the spaceship built, etc)

They have a significant military advantage (there's some locality to this, ie, if you shift your military away from the border with a powerful neighbor, they are more inclined to attack you, even though your overall military might is unchanged)
