Heavy balls increase catch rate by +20 to +40 for heavy pokemon. This seems much better than increasing rate by 4* as catch rate of all legendaries is 3. To top it off, legendaries are usually quite heavy.

So why do people use timer balls instead? Is it that Heavy balls are tough to obtain in the game? Am I missing something?

Are heavy balls good for Legendaries?

The largest Legendary Pok\xe9mon are perfect targets for Heavy Balls. Dialga, Giratina, Groudon, Heatran, and Regigigas are the most vulnerable to Heavy Balls, but you'll still get better performance from Heavy Balls than Ultra Balls against more than a dozen of the other Legendary Pok\xe9mon.

Are timer balls good for Legendaries?

It's pretty common for a Legendary battle to go for several turns, meaning a Timer Ball is a great option. Its effectiveness begins increasing after a single turn before maxing at x4 after ten turns and onward.

Is a timer ball better than an ultra ball?

Timer Balls start with a catch rate of one but add about 0.3 for each turn up to four at turn 10. Each of these Pokeballs have their uses, and combined they should be more useful than just stocking up on Ultra Balls.
